　　《環富通基金頻道》外電引述鄧普頓新興市場集團執行董事長、被稱為「新興市場之父」的
麥樸思（Ｍａｒｋ　Ｍｏｂｉｕｓ）表示，越南及羅馬尼亞的股票市場存在趁低吸納的機會，認
為其增長前景理想。
他說，越南股市自２００７年高位回落至今，已出現很多趁低買入機會。鄧普頓於越南企業
的投資十分多元化，但當地市場的流通量低，故投資者對該市場的投資須具耐性。
麥樸思管理的羅馬尼亞政府賠償基金Ｆｏｎｄｕｌ　Ｐｒｏｐｒｉｅｔａｔｅａ，資產規模
達４０億歐元（約５１﹒３億美元），相當於羅馬尼亞股市市值約２０％。該基金主要投資於原
材料、石油、天然氣及電力，因該國對電力的需求很大。
談及亞洲股市時，他表示，區內股市並未呈現「泡沫」，但投資者須注意新興經濟體的波動
性和不穩定。

2010年越南胡椒或減產20%
越南消息，越南胡椒協會表示，2010年越南胡椒產量大約為9萬噸，將減產20%。原因是病蟲害和天氣影響，特別是西原地區乾旱影響。海關數字顯示，今年1-8月份越南出口胡椒8.7萬噸，價值2.86億美元。胡椒出口價格高位運行，前7個月胡椒出口均價為3247美元/噸，較2009年同期上漲38.3%。胡椒主要出口美國、德國和英國等市場。
據越南媒體網站9月8日報導，由於病蟲害和天氣乾旱原因，今年世界各國胡椒產量將減少。預計，印度胡椒產量同比將減產30%；巴西減產30-40%，產量僅為3萬噸；印度尼西亞減產30-35%；越南也將減產20%，產量約為9萬噸。另據越南海關統計，至8月中旬越南胡椒累計出口8.7萬噸，出口金額2.86億美元。前7個月出口均價為3247美元/噸，同比增長38.3%。主要出口市場為美國、德國、英國和阿聯酋。



9月初越南市場鋼材價格滯漲
越南消息，經過7-8月份快速漲價之後，9月份初國內市場鋼材價格出現滯漲。建材鋼出廠價維持8月份水平，每噸130-1390萬盾（不含增值稅）。有的企業雖然沒有減價銷售鋼材，但已提高給代理商的提成。
越南鋼鐵協會副主席認為，鋼材價格沒有如預料的上漲，主要是國際市場鋼坯和廢舊鋼鐵價格近日有所下降。較8月中旬，鋼坯從610-630美元/ 噸降到600美元/噸，廢舊鋼鐵從4200美元/噸降到200-405美元/噸。現在，越南需進口45-47%鋼坯和70-80%廢舊鋼鐵。
越南鋼鐵協會預測，9月份國內鋼材銷售量約為46萬噸，與8月份持平。

越南預9月份商品出口下滑

越南消息，越南工貿部進出口司預測，2010年9月份全國商品出口出現下滑可能性較大。原因是有4天休假日，以及生產原料投入增加，加大企業和出口商品成本。同時，紡織業、製鞋業、木器加工業在低工資和普通用工方面競爭加劇。進口市場對越南設置技術壁壘情形加強，影響越南商品出口增長。木器加工業和水產加工業缺乏生產原料，也是一大原因。但年底各國進口需求大幅增長，越南商品出口將會在10月份回升。如果未來幾個月平均出口達到59億美元，則越南今年出口總額可達到685億美元，較2009年增長20%。


越南永隆省補貼農民購買台農機見成效
越南消息，永隆省農業廳制定計劃，實施國家2009年頒布的第497/Q?號決定，補助農民購買農業機械。目前，通過銀行放貸，全省農民已經投資購買355台農機，包括45台機犁，295台聯合收割機，12台耕土機和其他機械，總金額為416億盾。購機農民可獲得70%貸款利息補貼。在此大力扶持下，全省土地耕作環節已100%實現機械化，採收環節45%實現機械化，比2007年增長32.42%。通過農業機械化作業，每個收穫季節農民節省人工費用550億盾；全省每年可以增加1100億盾收入。因此，農民購買農業機械積極性高漲。


8月份越南進口藥均價上漲4.8%
據<<越南經濟時報>>9月9日報導，越南藥品生產經營協會稱，8月份越南多種藥品價格繼續上漲。其中，有近19類進口藥品均價上漲了4.8%。漲價的進口藥品主要是各種抗生藥、感冒藥和特效藥等。此外，通過對60個國內藥品生產經營企業考察，有21個企業調整了部分國內藥品價格。預計今年後幾個月國產新藥因進口原料價格上漲藥價也將隨之提高。

越南化工產品出口增長迅猛
據越南網9月8日報導，今年前7個月，越南化工產品出口同比增長達242%。其中，對華出口2600萬美元，同比增長達1018.8%。中國成為越南化工產品最大的出口市場，佔越化工產品出口總額的19%。對日本出口為2460萬美元，同比增長87.9%，佔越化工產品出口總額的17.7%。

Lending rates to stock investors, consumers stay high

Deposits and lending interest rates for the dong steadied in August, said the SBV, adding that deposit interest rates for the dong ranged from 10.6% to 11.2%; while short-term lending interest rates was mostly 12%-12.5% for three groups of policy borrowers, including rural and agriculture businesses, exporters and small & medium enterprises.

Dong lending interest rates charged by state-owned and commercial banks hovered around 12.5%-13.5%, lending interest rates for other business activities were mostly 13%-15%.

Meanwhile, deposit and lending interest rates for the greenback were neglectably changed.

At the begining of August, dollar prices at the unofficial market exceeded the cap of VND19,100 at the official market, fueled dollar tension in the forex market.

However, dollar prices at the unofficial market currently stay flat VND19,480 and VND19,520 for bid and ask, respectively after some downward adjustments as the result of the 2.09% dong devaluation on August 18.

Meanwhile, dollar bid and ask held at VND19,475 and19.500 VND at the official market, said the SBV, adding that it will continue to monitor the forex market and ensure exchange rate stability

As of August, total outstanding deposits roughly rose 0.75% on year, while total outstanding loans rose 16.27% on year.

The country’s broadest measure of total money supply, or M2, grew 16.31% from end -2009, of which cash in circulation was up 8.37%.

The central bank have taken drastic measures to ensure this year targets of total money supply (M2) expansion of 20%, credit growth +25% and GDP growth +6.5%. – Stoxplus.com

Vietnam To Focus On Stabilization Of Stock Market - Official

HANOI -(Dow Jones)- Vietnam will use flexible monetary policies to support the country's stock markets, which have attracted VND700 trillion ($37 billion) in investment by the end of August, a senior government official said Thursday.

"The government will soon focus on stabilizing the stock market by using the flexible and loose monetary policies and interest rates," State Securities Commission Deputy Chairman Nguyen Doan Hung told a government conference in Ho Chi Minh City.

The government has previously said it is planning a 20% increase in money supply this year. By the end of August, money supply growth was 16.3% from the end of last year.

In an effort to boost foreign investment in the local market, Hung said Vietnam's Securities Law will be amended next year to allow foreigners to own more than 30% of the shares of domestic banks. The foreign ownership cap on banking stocks was introduced when the country launched its bourse in 2000.

Hung said in addition to introducing financial measures to help the market grow, the government will also continue to boost the economy by curbing inflation and boosting the transparency of the stock market.

Currently, Vietnam's two bourses in Hanoi and Ho Chi Minh City have 580 listed companies, up from 457 at the end of 2009. The number of investors registered to trade stocks has risen to 966,500, up from 822,000 by the end of last year, SSC figures showed.

Vietnam's key index has fallen 6.3% so far this year, compared with a 56.8% rise last year. It just rebounded last week after falling 17% over the past two months on news that banks will keep high interest rates and many companies are preparing to issue new shares.

Vietnam Asks Canada’s NWT to Assess Uranium Mining Potential

Sept. 8 (Bloomberg) -- Vietnam’s Atomic Energy Institute signed an agreement with Canada’s NWT Uranium Corp. to assess the uranium potential of the Southeast Asian nation, which is preparing to develop a nuclear power industry.By Bloomberg News

The agreement between Toronto-based NWT and the Vietnamese institute calls for the Canadian company to analyze uranium ore in the country, including assessing the economic and technical feasibility of any reserves found, NWT said in a stock exchange statement released yesterday.

NWT intends to ultimately help “develop the country’s nuclear energy sector,” the company said. “NWT Uranium believes that this memorandum of understanding is the first step to realizing its strategy in Vietnam of discovering, exploring and mining uranium properties in the country.”

Russia’s Rosatom Corp. has been selected to take part in building Vietnam’s first nuclear power plant, with work due to start in 2014, the Vietnam Agency for Radiation and Nuclear Safety said in June. Japan’s trade minister led a group of companies on an August visit to Hanoi to pitch a Japanese role in subsequent plants.

The Vietnam News reported in 2008 that Vietnam planned to mine uranium in the central province of Quang Nam to help support its nuclear power plans. The site targeted in Quang Nam may hold about 8,000 metric tons, while Vietnam’s nationwide uranium reserves may reach into the hundreds of thousands of tons, according to the Vietnam News report.

‘Peaceful Utilization’

Vietnam’s government signed an agreement with the International Atomic Energy Agency in 2007 that “reaffirmed our policies on exclusively peaceful utilization of atomic energy,” according to a statement on the website of the Vietnamese nuclear safety agency.

In 2007, the U.S. Energy Department helped Vietnam convert a civilian research reactor in the south-central city of Dalat from the use of highly enriched uranium to low enriched uranium fuel. In March of this year, the American and Vietnamese governments signed an accord to develop “the regulatory and physical infrastructure needed for a safe and secure Vietnamese civilian nuclear power sector.”

Shares in NWT, which describes itself as an “exploration stage company,” jumped 8.1 percent yesterday in Toronto, the biggest gain since April.

“There are areas in central Vietnam such as Quang Nam which have the younger types of rocks which are more conducive to uranium, so it’s not implausible,” said David Woodhouse, a director of the Vietnam Resource Investments Holdings Ltd. fund.

“If Vietnam were to find any uranium it would certainly be cheaper for them to use their own reserves for nuclear power even if anything they found had to be shipped outside the country for processing,” Woodhouse said in a telephone interview today from Hanoi.

越共電子報）隨著目前市場順利發展，2010年預計越南的鞋類出口金額將達52億美元。
9月7日在胡志明市由越南皮鞋協會舉辦了“皮鞋國際會議”，來自中國台灣、中國香港、印度、印尼、日本、韓國、馬來西亞、菲律賓、泰國的10家皮鞋協會以及美國和德國兩個來賓單位參加了此次會議。
此次會議是讓代表們能夠共同參加、討論發展措施，分享各國在出口方面的順利之處和所遇到的困難，同時尋找內地市場新的發展方向。胡志明市鞋革協會秘書長阮文慶表示：“通過該事件，我們將從其他國家吸取更多經驗。在此次會議之後，我們將把加工逐漸轉向設計。接下來的時間內，胡志明市鞋革協會將開拓南非市場並於2010年11月組織帶領企業進軍南非市場。
目前，亞洲的鞋類出口企業共同對世界市場的鞋類供應、生產中佔據一個重要位置。 每年世界市場銷售170億雙鞋，其中，亞洲各國的供應佔70%。僅在越南，2006至2010階段隨著出口金額迅速增長，越南鞋類行業已成為世界第四大供應國。憑藉如此順利的發展，2010年鞋類出口金額將達52億美元。
接下來的時間內，為了讓鞋類行業迅速發展，工貿部剛剛批准到2020年以及2025年間的越南鞋類行業發展總體規劃。鞋類行業力爭使出口金額在2020年達130億美元，使內地原料使用比例從目前的30-35%升到2020年的79%。
在此次活動的框架中，9月8日，第12屆鞋類機械原輔料國際博覽會在胡志明市舉行。吸引來自亞歐13個國家的120家生產公司參加，200個展位將展出設備、機械、技術、化工以及鞋類成品。

越南進口化肥三分之一以上從中國進口
越南消息，越南農業部數字顯示，2010年1-8月份全國進口農林水產生產物資原料85億美元，較2009年同期增長28.9%。主要進口商品為化肥、飼料和飼料原料、原木和木器。其中，進口化肥180萬噸，價值7.76億美元，較上年同期下降1/3。化肥主要進口來源為中國和俄羅斯，分別占到越南化肥進口總金額的37.3%和15.5%。進口農藥3.44億美元，較2009年同期增長13.2%。從中國進口的農藥較上年同期增長8.4%。進口飼料和飼料原料16億美元，較2009年同期增長21.9%。


前8個月越南出口橡膠12億美元
越南消息，統計數字顯示，2010年前8個月越南出口橡膠近12億美元，成為出口價值10億美元以上的13種商品之一。專家預測，從現在起到年底，市場情形對橡膠出口價格有利。

越南9月份將全面開通網上企業註冊系統
越南消息，越南計劃投資部企業發展局透露，2010年9月份將全面完成國家網上企業註冊系統開發應用工作。屆時，全國所有辦理企業註冊的辦公科室都納入該系統。申報材料的受理和審查，材料修改指導，補充材料，通報企業註冊申辦結果等，均可通過網絡系統完成。截止8月31日，全國已有47個省市開通和應用上述註冊企業網絡系統。


越南勞動工傷事故同比大幅上升
據《越南經濟時報》9月8日報導，越南勞動榮軍社會部稱，今年前6個月，越南勞動工傷事故發生的數量及嚴重程度均高於去年同期。前6個月越全國報告的勞動工傷事故為2611起，同比增長33.3%。傷亡人數為2680人，其中，導致死亡的工傷事故為245起，死亡266人。 525人重傷。直接經濟損失超過20億越盾。而醫藥及賠償等費用高達540億越盾。


越南5公司獲准試驗4G網
據《越南經濟時報》9月8日報導，越南信息通訊部日前向越南VNPT，Viettel，FPT Telecom，CMC和VTC五家通訊公司發放4G牌照，同意上述公司試驗4G網，試驗期為1年。據悉越南信息通訊部不久後將召開會議就開展實施4G網徵求意見。
9月份在越南註冊企業將可在網上辦理

據<<越南年輕人報>>9月8日報導，越南計劃投資部企業發展局稱，9月份越南將完成通過國家企業登記信息系統進行企業註冊的相關工作。屆時，全國各經營登記處將可聯網工作，對註冊企業的審查、材料的補充修改及通報手續的辦理情況都可在網上進行。至8月31日止，越南已有47個省市使用該系統辦理企業登記業務。

亞洲發展銀行向越南提供1.6億美元貸款
據<<越南經濟時報>>9月8日報導，9月7日越南央行和亞洲發展銀行在河內簽署了兩筆價值1.6億美元的貸款及一筆價值1100萬美元的無援款協議。其中，由亞發行提供的6000萬美元貸款和澳大利亞提供的1100萬美元的無償援款用於衛生人力資源項目；第2筆1億美元的貸款用於提高水利管理和整治農村水利系統項目。
